Facilities that use, manufacture, store, transport, possess, or distribute hazardous-release chemicals at or above CFATS Appendix A screening threshold quantities.

The NPRM adopts CFATS Appendix A chemical lists and STQ thresholds. Tier I/II reporting may indicate proximity but is not dispositive.
